En attendant donc une réaction officielle du gouvernement algérien, plusieurs diplomates algériens se sont exprimés sur cette initiative du souverain alaouite et tentent visiblement de peser dans l’approche que doit adopter le gouvernement vis-à-vis de cette «ouverture» marocaine sans précédent, ou tout au moins d’anticiper sur la réponse qui y sera donnée, même si aucune voix ne peut prétendre refléter réellement la position officielle. Ainsi, l’ex-ministre chargé de l’Emigration Halim Benatallah considère que la déclaration de Mohammed VI comme «un tournant positif», du fait que ce dernier ne considère plus l’Algérie comme «pays ennemi» mais comme un «partenaire qui a les clés de la région du Maghreb».
Cet ancien ministre estime également que les autorités politiques algériennes doivent «saisir cette occasion» parce qu’il s’agit, selon ses termes, d’un tournant «stratégique» et profiterait à l’Algérie. Autre point important relevé par Benatallah, c’est que, pour la première fois, le roi du Maroc se dit disposé à ouvrir le dialogue avec l’Algérie sur toutes les questions en suspens, dont celles des frontières, de la lutte contre le terrorisme et le trafic de drogue, alors que, dans le passé, ses plaidoiries se limitaient à la seule revendication de la réouverture des frontières terrestres, fermées en 1994.
Enfin, pour ce diplomate, il est important que l’Algérie accepte un dialogue direct avec le Maroc car cela éviterait au deux pays voisins l’interférence d’autres parties qui, à chaque fois, freinait la normalisation des relations entre les deux pays.
Même attitude optimiste exprimée, mercredi, par l’ex-ministre de la Communication Maheiddine Amimour qui a, lui aussi, plaidé pour la relance du dialogue entre l’Algérie et le Maroc qui est, pour lui, «inéluctable».
Amimour estime que la première démarche à envisager pour asseoir le dialogue est d’organiser «une rencontre à huis clos» entre les représentants diplomatiques des deux pays pour examiner les principales questions de discorde et d’éviter les discours de courtoisie et les rencontres protocolaires qui ne feront pas avancer la cause.
